Torture - Should we allow it?

Torture has been used as an interrogation technique for centuries to force information out of people.  This post will focus on the psychological forms of torture such as water-boarding and sleep deprivation.  These forms do not injure someone physically, but terrorise their minds.
Imagine the scenario of a child abductor who was filmed kidnapping a young girl and has now been arrested by the police.  The police are aware that the child abductor knows more to the whereabouts of the child, as he is not cooperating with the police.
Should we be allowed to use psychological forms of torture to get this information, as the kidnapped child may die otherwise?
I believe yes, as the child is the victim and therefore shouldn't suffer any longer than it has to and possibly die if the abductor doesn't release information.  The child abductor has done the wrong act, and therefore should be eligible to wrongs himself.
What are your thoughts? Should we allow torture in these cases? Do we compromise our integrity if we allow it?  If we do allow it, do we fall to the same level as the child abductor himself?
